The land for the building was donated by Elizabeth F. Noble in 1898 and construction began in 1899. The building was conceived to serve a dual-function as both a public library and memorial to Civil War soldiers. The idea for constructing this building originated with Henry H. Fairbanks, the Quartermaster of the John Rogers Post of the Grand Army of the Republic. Representatives of the G.A.R. were present on the day of dedication and took part in a memorial procession to the site of the building, along with mounted police. The building currently serves to hold the offices of the Mansfield School Department.
