<text>Located in the Indiana Statehouse, this bronze bust of Union Colonel Richard Owen was erected by Confederate veteran and former camp inmate, S. A. Cunningham in 1913. The statue, funded entirely by readers of the Confederate Veteran magazine, commemorates the humanity Colonel Owen showed to his Confederate inmates as commissioner of Camp Morton prison in Indiana. Southern “sculpturess” Belle Kinney was commissioned to complete the monument. Designed in the spirit of reconciliation, Kinney was “anxious that [the bust] be handsome and unusually attractive, as it will be placed in a Northern city and must speak for [the South].” In 1913, she informed the press that “it was my aim to portray such a man as he might look while pondering over the meaning of the great struggle … his sympathetic heart touched by the suffering it caused, yet realizing its necessity.” Owen is posed with his arms folded across his chest, gazing off to the right and his Union military uniform is draped across his shoulders like a cape. The bust sits on a three-part limestone base adorned with a series of carved leaves and inscribed with bronze letters commemorating Owen’s “Courtesy and Kindness.”

In 1933, two bronze replicas of the bust were cast and given to Indiana University in Bloomington and Purdue University in West Lafayette where both busts still stand in the schools’ Memorial Union buildings. </text>

Lieutenant-Colonel and Colonel
23rd Iowa Infantry.
[Dedicated] May 17, 1902

By mid-May, 1863, the Union Forces of Major General Ulysses S. Grant had captured Jackson, Mississippi and wheeled west to attack and encircle Vicksburg. In the vanguard of the Federal assault was the Twenty-Third Iowa Volunteer Infantry Regiment commanded by Colonel William H. Kinsman of Council Bluffs.
On the morning of May 16, 1863, the Twenty-Third led the charge against the Confederate troops defending the Black River, the last natural barrier protecting the South's remaining vital city on the Mississippi River. Kinsman was fatally wounded as he led the Iowans into a volley of Confederate fire; he died the following morning and was buried at the battle site.

In the late 1800's, veterans of Kinsman's command, with the encouragement and help of General Grenville M. Dodge, recovered and returned the colonel's remains to Council Bluffs. On May 17, 1902, the monument celebrating the colonel's life, military career and devotion to the Union was dedicated. General Dodge presided at the ceremony.

There is a newer plaque, placed in 2002, on the west side of the circular sandstone wall surrounding the memorial that reads: "The controversy surrounding this Civil War Monument has become a symbol of Coloradans' struggle to understand and take responsibility for our past. On November 29, 1864 Colorado's First and Third Cavalry, commanded by Colonel John Chivington, attacked Chief Black Kettle's peaceful camp of Cheyenne and Arapaho Indians on the banks of Sand Creek, about 180 miles southeast of here. In the surprise attack, soldiers killed more than 150 of the village's 500 inhabitants. Most of the victims were elderly men, women and children. Though some civilian and military personnel immediately denounced the attack as a massacre, others claimed the village was a legitimate target. This Civil War monument, paid for from funds by the Pioneers' Association and State, was erected on July 24, 1909, to honor all Colorado Soldiers who had fought in battles in the Civil War and elsewhere. By designating Sand Creek a battle, the monument's designers mischaracterized the actual events. Protests led by some Sand Creek descendants and others throughout the twentieth century have led to the widespread recognition of the tragedy as the Sand Creek Massacre. This plaque was authorized by Senate Joint Resolution 99-017"</text>
