General Burnside orders the establishment of Camp Nelson, a fortified supply depot to support a military campaign to East Tennessee.
Associate Justice of the Supreme Court John McLean, an anti-slavery egalitarian Methodist from Nicholasville, was one of two justices to dissent to the majority ruling of the Dred Scott v. Sandford case. The ruling stated that enslaved people were not citizens of the United States and could not, therefore, expect protection from the Federal government or the courts.
President Abraham Lincoln issues the Emancipation Proclamation that frees enslaved people in the rebellious states and authorized the enlistment of African Americans in the US military. The border states of Delaware, Kentucky, Missouri and Maryland were excluded from the terms of the proclamation.
Confederate Brigadier General John Hunt Morgan leads a lengthy raid through Indiana, Kentucky, Ohio, and West Virginia in an attempt to draw Union troops from the Vicksburg and Gettysburg campaign fronts. Many of his men hailed from Jessamine County and the Bluegrass region.
With the support of his 9th Army Corps of 18,000 troops, General Burnside declares martial law in Nicholasville. He prohibits secessionists from voting and posts troops at polling places. These actions follow a period of heightened federal interventions in civilian life as officials seek to suppress Confederate sympathies and treasonous acts.
General Orders No. 41 authorizes the US Army to use enslaved African Americans for military construction projects. Enslaved men and women constructed roads and fortifications in Central Kentucky, including at Camp Nelson. Their enslavers were compensated by the federal government.
The Army of the Ohio launches the Knoxville Campaign from Camp Nelson.
US forces seize Knoxville, liberating Tennessee Unionists who had suffered under Confederate occupation from the beginning of the war.
The Knoxville Campaign ends. The Army of the Ohio secures control of East Tennessee for the remainder of the war.
The last of approximately 1,900 impressed, enslaved Black laborers are discharged from Camp Nelson at the end of the month.
A movement is begun in Louisville, KY, to erect a monument to the Union soldiers of Kentucky. The movement succeeds in raising funds to lay the monument’s foundations in Cave Hill Cemetery and a dedication service is held later in the year. Efforts to finish the monument are halted when the federal government consolidated Cave Hill as a National Cemetery in 1867.
General Orders No. 34 permits African American men (free and enslaved) to enlist with US military forces in Kentucky, with their enslaver’s permission.
Any enslaved man is allowed to enlist in the US Army without permission from their enslaver.
General Orders No. 20 formalizes African American enlistment in Kentucky and authorizes the creation of eight training centers for United States Colored Troops (USCT), including at Camp Nelson.
Black refugees are first expelled from Camp Nelson. The US Army forcibly removed Black refugees on eight separate occasions through November 1864.
322 Black men enlist with the United States Colored Troops at Camp Nelson; the single largest recruitment day in the camp’s history. Between 1864 and 1865, over 10,000 men enlisted with the USCTs at Camp Nelson.
President Abraham Lincoln is reelected, Kentucky is one of three states won by Lincoln’s opponent.
The US Army, by order of Brig. Gen. Speed S. Fry, expels over 400 Black refugees, mostly women and children, from Camp Nelson. 102 people died of exposure and illness in the immediate aftermath.
The US Army reverses its policy and allows African American refugees into Camp Nelson. Capt. Theron Hall and Rev. John G. Fee open the “Home for Colored Refugees,” which included wooden cottages, education and religious services, and a hospital.
Massacre at Simpsonville, Kentucky. Twenty-two soldiers from Company E of the 5th US Colored Cavalry are killed by Confederate guerrillas while driving cattle from Camp Nelson to Louisville. Many of these recruits were formerly enslaved, and many came from Shelby County and the area near where the massacre took place.
As a direct result of the November 1864 expulsion of refugees, Congress passes legislation, emancipating the wives and children of USCT soldiers.
Surrender at Appomattox Court House. In the weeks that followed, Confederate military forces surrendered across the country, ending the Civil War. Camp Nelson continues to operate as a military base and refugee center.
First major celebration of July 4th by Kentucky’s African American community at Camp Nelson. Sgt William A. Warfield, of the 119th US Colored Infantry pronounced the event evidence of “an age of wonders”: “to see so many thousands, who a year ago were slaves, congregate in the heart of a slave State and celebrate the day sacred to the cause of freedom, ‘with none to molest or make afraid,’ was a grand spectacle. It was the first time we have ever been permitted to celebrate the Nation’s Day.”
Amendment to the Constitution is ratified by three-fourths of states, abolishing slavery in the United States. Kentucky ratified the amendment in 1976.
The federal government appropriate 8 acres of land for use as a cemetery for Union soldiers: Camp Nelson National Cemetery is established.
Berea College, initially established in 1855, is reopened as the Berea Literary Institute by Rev. John G. Fee and colleagues with whom he had worked at Camp Nelson. Among the new students enrolled are Black soldiers recruited at Camp Nelson and recently mustered out of the army.
The First Convention of Colored Men in Kentucky is held in Lexington. Delegates assert that “the gallant heroic behavior of the Colored Soldiers of the American Army” during the war affirms their status as part and parcel of the “Great American Body Politic.”
The US Army officially closes Camp Nelson. Only about 250 refugees remain at the Home for Colored Refugees. Former refugees and USCT veterans establish the community of Ariel (today known as Hall). Many residents worked in agriculture and the distillery industry, and supported the Ariel Academy for over fifty years.
Congress authorizes the organization of permanent, all-Black Regular Army regiments for the first time. The units include former USCT veterans from Camp Nelson, who enlisted in the Regular Army, becoming the first Buffalo Soldiers.
125th US Colored Infantry are mustered out of service, and the last USCT regiment to be discharged.
the Freedman’s Bureau is withdrawn from Kentucky. In turn, local and state authorities withdraw their protections for Black citizens.
Congregants of the Quinn Chapel A.M.E. Church in Louisville, KY, lead an unprecedented protest against racial discrimination, with a focus on the segregation of streetcars.
Following the Kentucky State Colored Convention, held in Frankfort, delegates submit a document to the US Senate challenging the rise of racial violence in the state, pointing to “organized bands of desperate and lawless men, mainly composed of soldiers of the late rebel armies, armed, disciplined, and disguised” as the perpetrators.
A group of Confederate veterans hold their first meeting about the erection of the Jessamine County Confederate statue at a drugstore on Main Street, Nicholasville.
Jessamine County’s Black leaders meet at the Nicholasville A.M.E. Church to elect a committee of preachers, teachers, and entrepreneurs capable of writing a resolution to oppose the state’s “Jim Crow Car Bill.”
The Union Soldiers and Sailors Monument Association is formed in Louisville, KY with the aim of establishing the first monument to the Union men of Kentucky. Aside from a marker dedicated in Cave Hill Cemetery in 1914, no such public monument was ever realized. In 1897, the Association publishes The Union Regiments of Kentucky as “a monument to the soldiers” that may help to progress “a stately shaft of granite as a further memorial.” The account omits detailed mention of any USCT regiments, arguing that, since such regiments “belonged directly to the United States government” and “were never in or connected with the Kentucky regiments, an account of them in no way belongs to this work.”
Supreme Court issues the Plessy v. Ferguson decision and advances the “separate but equal” doctrine. The decision rules that racial segregation laws are not unconstitutional provided that facilities for both races are of equal quality.
Dedication of the Confederate Memorial at Nicholasville, KY, on Jessamine County Courthouse lawn. Fundraising and planning for the monument were led by former Confederate soldier and Nicholasville resident Jefferson Oxley.
The “Day Law,” a bill introduced by Rep. Carl Day of Breathitt County, KY, to “prohibit white and colored persons from attending the same school” comes into effect in Kentucky. Its prime target is the integrated student population of Berea College.
The Fee Memorial Church is built and dedicated by the African American congregation established by Fee at Camp Nelson, and which continued within the Ariel/Hall community. The Church is in regular use until the congregation disbands in the 1990s.
The National Association for the Advancement of Colored People (NAACP) founds a branch in Louisville, KY to mobilize protests against lynching and violence against African Americans, and to challenge new laws furthering segregation.
The Colored Soldiers Monument (also known as the African American Soldiers Monument) is dedicated in Frankfort’s Green Hill Cemetery by the George M. Monroe Chapter 8, Kentucky Colored Corps, a division of the Women’s Relief Corps of the Grand Army of the Republic. The monument honors 142 Black men from central Kentucky who mustered into the Federal army at Camp Nelson and gave their lives for the Union cause.
Louisville, KY, attorney, civil rights leader and Republican candidate Charles W. Anderson, Jr., is the first African American to be elected to the Kentucky legislature. He serves until 1946, and works to pass legislation equalizing teachers’ pay regardless of skin color; outlawing public hanging in Kentucky; and providing state aid for African Americans seeking degrees in higher education out-of-state due to Kentucky’s segregation laws.
The “Day Law” is amended to permit individual institutions to enrol Black students seeking to undertake courses not otherwise available at Kentucky State College. Among several other colleges, Berea College opts to admit Black students.
The “Day Law” becomes illegal under the Supreme Court decision in Brown v. Board of Education of Topeka, which rules that the racial segregation of public schools is unconstitutional.
Following a successful suit brought against Jessamine County Board of Education by a group of African-American students in September 1962, which argued that the county’s school system remained segregated and Black educational facilities were inferior to those of white county schools, Black and white children attend public school together for the first time in Jessamine County history.
Freedom March on Frankfort, KY. 10,000 people, led by Martin Luther King, Jr., and other civil rights leaders, march in peaceful protest against the Kentucky legislature’s failure to support a bill for the removal of racial barriers in public accommodations.
The National Civil Rights Act is passed into public law and prohibits discrimination based on race, color, religion, sex, or national origin.
Kentucky Governor Ned Breathitt signs the State’s Civil Rights Act. It is recognized by Martin Luther King, Jr., as “the strongest and most important comprehensive civil-rights bill passed by a southern state.” It ends racial discrimination in public places throughout the state, and, on the recommendation of Republican Representative Jesse Warders, the only Black member of the General Assembly, repeals dead-letter segregation laws including the “Day Law.”
Between 1972 and 1977, Father Ralph Beiting of the Christian Appalachian Project works to revitalize the Camp Nelson area into an historic tourist destination. His efforts include the transformation of an old distillery building into a space to exhibit research carried out at the National Archives, and the installation of a ski lift to connect the area with Fort Bramlett. The project is abandoned following severe storms and consequent flooding.
Following a campaign led by Mae Street Kidd, Kentucky General Assembly ratifies the 13th, 14th, and 15th Amendments, a century after they became law.
After planned highway construction raises local concern for the former Camp Nelson grounds, Kentucky Heritage Council award Jessamine County Fiscal Court a grant to produce a preservation management plan for the site. The Camp Nelson Restoration and Preservation Foundation.

Camp Nelson Civil War Heritage Park is established by the Jessamine County Fiscal Court, using local, State, and federal funds to preserve land, construct a visitor center and replica barracks, reconstruct a fort, and create a network of walking trails.
